Job Description

The Post
The role of the ICT Manager is to provide operational management for all St. Clare's ICT academic and administrative systems, to contribute to the development of St. Clare's ICT strategy and to provide advice and support to all users of ICT systems at St. Clare's.

Reporting Relationships
The ICT Manager will report to the Bursar. The ICT Manager will liaise with other colleagues, especially:

  • the Vice-Principal, in relation to systems for students and staff for academic work;
  • the Assistant Principal in relation to systems for students for non-academic work and recreational or personal communication facilities;
  • Academic Heads of Departments in relation to software that they request for installation;
  • Heads of Administrative and other Support Departments in relation to facilities required for their Departments and, in particular, to liaise with the manager of the Streamline system;
  • the Web Manager for St. Clare's internet site;
  • the Health & Safety Officer and Central Facilities Administrator for any telecommunications interfaces;
  • support to users at St. Clare's.

The ICT Manager will manage the work of the ICT Assistant.

Hardware and Software

  1. Advise on the requirement for new hardware, application software and network software.
  2. Review and make recommendations on the suppliers to be used for purchases in order to ensure the best value for money for St. Clare's and procure hardware and software systems, as authorised.
  3. Install and set up hardware and software systems with appropriate support from suppliers.
  4. Move hardware between locations as required by changes in staff and office re-organisations and reallocate hardware in consultation with the Bursar.
  5. Act as first line support for faulty hardware and software, dealing with the supplier or provider of maintenance support as appropriate. *
  6. Undertake first level hardware repairs, changing faulty parts or sending to repairers as appropriate.
  7. Maintain a register of all St. Clare's hardware and conduct regular checks to ensure that it is still in place and is the same as recorded on the Fixed Assets Register.
  8. Maintain a register of all software and the number of purchased licences and conduct regular checks to ensure that the number of users complies with the number of licences purchased and that all relevant conditions are observed.
  9. Lead the implementation of systems upgrades and replacements.
  10. Organise training in the features of hardware and software used at St. Clare's and assist users to make the most efficient use of software and develop standard macros for common needs.
  11. Ensure that St. Clare's Data Protection Act registration reflects current usage of systems and software.

Security and Reliability
  1. Provide secure systems and data networks to minimise downtime for users.
  2. Maintain fault logs and a register of response times by third party maintenance support providers.
  3. Install and maintain anti-virus and anti-spam software, ensuring that all users scan their systems frequently and regularly.
  4. Set and maintain access and password security levels to protect St. Clare's interests internally and with third parties, and advise users accordingly.
  5. Ensure that all staff and students comply with St. Clare's regulations for use of systems.

Communications and Networks

  1. Act as first line support in dealing with systems, network and communications interfaces. *
  2. Maintain St. Clare's domain name registration.
  3. Liaise with the ISP to maintain an optimum service for St. Clare's and its email addresses.
  4. Advice St. Clare's on its telecommunication links for access to the internet and for operation of its data networks.
  5. Assist users in the use of internet software.

General

  1. Keep abreast of current developments in ICT.
  2. Ensure appropriate levels of commonality are maintained for the administrative and academic networks.
  3. Critically review St. Clare's systems and advise senior management on changes required to improve data management efficiency, security, and compliance with statutory requirements.
  4. Make recommendations to improve integration in St. Clare's business systems.
  5. Make recommendations on the level of support required for St. Clare's systems.
  6. Control budgets for small hardware items, administrative software, non-subject specific academic software - subject specific software to be paid from academic department budgets - and IT consumables, excluding paper & toner.
  7. Obtain approval from the Bursar or, in his absence, the Principal for any revenue expenditure over the ICT Manager's spending limit.
  8. Submit capital expenditure requests, currently defined for ICT equipment as any single piece of hardware over £300, for the approval of the Bursar, or in his absence, the Principal.
  9. Carry out other tasks and projects as directed by the Bursar.

* First line support is defined as any problem a user cannot solve by himself or herself or with the assistance of a colleague which should be reported to the ICT Manager. It will be the ICT Manager's decision as to whether to deal with that problem personally or use other internal assistance, eg. in pre-defined areas student helpers, or to seek external support.

Terms and Conditions
Salary
Starting salary will be negotiable, and competitive, and will reflect the importance attached to the post. Once determined, salary will be linked to the scale for senior administrative staff.

The first six months of the appointment is probationary. Notice period within the probationary period is one month, and three months thereafter.

Pension
A contributory pension is offered through our group personal pension scheme. The employer pays double the contribution of the employee, up to a maximum of 10% of gross salary (i.e. employer pays up to 10%, employee pays up to 5%). Employee contributions above 5% may be made, but do not attract matching employer contribution. Retirement age is 60. Death-in-service benefit of four times annual salary.

Holiday
22 working days per year plus bank holidays and the period over Christmas when the company is closed (24 December - 1 January inclusive).

Hours of work
Normal hours of work will be 9.00am to 5.00pm with one hour for lunch. Work may be required outside these hours, including occasional work at weekends. Such work, unless excessive, is regarded as integral to the post. Work on one or more bank holidays may be needed with time off in lieu.
